Abstract

The aim of writing this is to identify the theoretical framework from which are designed planning councils in Colombia, from the revision of the law, jurisprudence and doctrine. Through an interpretative exercise of the different sources consulted and within a constitutional context irradiated by the principles of public participation and economic and social planning, and also influenced by the concept of participatory planning; It concludes that the planning councils have been conceived as an expression of civic participation as a planning and as a member of the National Planning System split; and its members, some as public servants and other public functions as individuals with carriers of public interests or interests of the sectors. Similarly, in the concept of participatory planning track to harmonize the different positions from where they can be conceived planning councils.
