Abstract

If we start from the axiom that one of the main objectives of public spending is to reduce poverty, because it justifies the citizen consensus that gives life to the existence of a society based on common welfare, it can be said that social spending contributes to the strengthening of democracy in countries. Hence, the research questions: How to strengthen social inclusion in globalized economies within a social rule of law? How to reduce poverty so that a dignified social and community life is possible? The essay is based on the achievements in the index of living conditions of the municipalities of the Aburrá Valley with a population density of 3,777,009 in 2015; a random sample with a proportional distribution of 12,786 surveys, (10,725 urban areas and 2,061 rural areas); for a confidence level of 97.9% and a margin of error of 1%. The research concludes that the municipal union is decisive for poverty reduction, through the formation of metropolitan or provincial areas in the administration and planning of the territory.
